On the morning of September 9, U.S. Attorney for the District of Columbia Jeanine Pirro announced that the Scam Center Strike Force had moved against the Chinese-language marketplace Xinbi Guarantee: Telegram channels seized, about $52 million in cryptocurrency restrained in one day, and Treasury designations of the platform and related entities as a transnational criminal organization.

Pirro said this is not street-level fraud. It is a factory. Vendors advertised custom fake investment sites, money-washing, and recruitment for scam compounds in Southeast Asia — staffed in large part with trafficked labor. Her line: if Chinese organized crime can order a website and a laundry like takeout, every American with a retirement account is in the blast radius.

Treasury’s figure: since about 2022 the marketplace processed the equivalent of more than $24 billion in digital assets and fiat, mainly serving compounds in Southeast Asia. The Strike Force, launched in November 2025, has now restrained about $938 million. Pirro said the money is meant for victims, but returning it may require an act of Congress.

The same briefing covered a second line: Strike Force officers spent two weeks in Madagascar helping local authorities shut 13 compounds allegedly run by Chinese syndicates; nearly 400 people were arrested there. Compounds also operate in the Middle East, Africa and Central America, with trafficking victims from dozens of countries. The FBI said it is pursuing Chinese organized-crime groups in Cambodia, Laos and Burma as well.

On March 6 President Trump signed an executive order putting cybercrime, fraud and schemes that drain family savings at the front of the line. Pirro’s description of the method was blunt: prevent where possible, cut the U.S. platforms and pipes they use, then take apart the organizations behind them.
六四天网认为： 这不是“网上被骗”四个字能打发的事。一端是美国人的退休金和加密钱包，一端是园区、人口贩运和中文黑市。皮罗把名字、数字和地点放到台上，是在做上一届拖着不做的事。工厂还在，钱还要追，园区还要拔。做到哪一步，看冻结的钱包能不能回到受害人手里，看下一个园区会不会被端掉。
Tianwang’s view: This is not a story that ends with “someone got scammed online.” One end is American retirement accounts and crypto wallets. The other is compounds, trafficking, and a Chinese-language black market. Pirro put names, numbers and locations on the record — work the last administration left on the floor. The factories are still standing. The money still has to be chased. The next compound still has to be taken down. The test is whether frozen wallets reach the people who were robbed, and whether the next site is hit.
