On September 17 Pacific time, President Trump met more than 100 hunters, anglers and industry guests in the Rose Garden and signed executive orders expanding hunting, fishing and recreation on federal land and water. Nick Sortor circulated the clips that evening. The president’s line: public lands belong to the American people, and hunters, fishers and outdoorsmen should be able to access them.

一、陆地：在约9200万英亩开放口径上继续扩门
I. On land: building on about 92 million acres already put in play

The White House posted the order Reinvigorating America’s Hunting Heritage. The policy: federally managed land is presumed open unless a specific closure is justified; national parks excepted. Interior has 90 days to open hunting of non-listed species at sites including Castle Mountains and Craters of the Moon, and to allow roads, bridges and trails for recreation and wildlife work. Checkerboard and landlocked parcels are to be unlocked by voluntary easements, exchanges and cooperative agreements that respect private property. Sunday hunting, simpler migratory-bird permits, and existing federal funds to pass the tradition to youth and veterans are in the text.

Interior in May proposed adding or expanding about 1,450 hunt-and-fish opportunities at 111 stations in 32 states, putting more than 95% of National Wildlife Refuge System land — about 92 million acres — in play for hunting. Thursday’s order writes that direction as presidential policy and tasks Interior Secretary Doug Burgum to carry it out.

II. On the water: lift rules that boxed in boats

A second order, Restoring American Saltwater Angling and Recreation, gives agencies 30 days to start suspending, revising or rescinding rules that overly burden boaters, anglers and outdoor businesses. In the clip the president named a Biden-era cap he called ridiculous: no more than 10 miles per hour on the water. American boaters, he said, can use the open ocean again; 120 miles an hour if you are crazy — as fast as you want. The White House text adds that outdoor recreation generates more than $1.2 trillion a year and more than 5 million jobs, and that federal fisheries management must treat recreational and commercial fishing as priorities together.

This sits with today’s farm bill, Census books and Constitution Day. The countryside has to plant, hunt and go to sea. The land is labeled federal. The owners are taxpayers. Shut 92 million acres and add a 10-mile cap, and you are not saving nature. You are crowding people off their own ground and water. The orders do not turn national parks into shooting ranges — parks are carved out. They demand a presumption of access. A closure has to be justified.
11月3日投票，投的也包括这些门会不会再被关上。能辨，才谈得上公共土地真正属于我们人民。
The November 3 vote includes whether those gates stay open. Only with that distinction do public lands belong to We the People.
