Rand Paul pointed out that Fauci had previously received a broad preemptive pardon from the Biden administration, theoretically eliminating any risk of federal prosecution. Therefore, he had no legitimate basis to refuse to testify by claiming potential self-incrimination. Paul described this as deliberate obstruction of a congressional investigation.
