U.S. Department of Justice Cracks Down on 1,000+ Sham Marriages: Naturalized Chinese Organize “Identity Business”; Asylum Fraud Industry Equally Shocking

On August 12, 2026, U.S. Attorney General Todd Blanche announced that the Department of Justice had charged 11 individuals with organizing and operating a nationwide and international marriage fraud network that lasted more than a decade. The network arranged over 1,000 sham marriages, primarily helping Chinese nationals obtain green cards through fraudulent marriages. This is one of the largest marriage fraud prosecutions in U.S. history.
这11名被告绝大多数是已入籍的中国裔美国公民。他们把假结婚做成了一条完整的黑色产业链:中国客户最高支付约10万美元,美国公民被支付最高约3万美元作为“演员费”,中介每促成一对可拿约5000美元佣金。仪式可以演,照片可以拍,联名账户可以开,婚前协议甚至明文写着“除名义夫妻外,双方独立生活、互不干涉”。司法部长直言,这不是临时起意,而是“持续多年、涉及数百万美元的cottage industry(家庭式产业)”,专门服务那些本来无法合法获得美国身份的人。
The vast majority of the 11 defendants are naturalized U.S. citizens of Chinese origin. They turned sham marriages into a complete black industry chain: Chinese clients paid up to approximately $100,000, while American citizens were paid up to about $30,000 as “actor fees.” Facilitators received commissions of around $5,000 per arrangement. Ceremonies could be staged, photos taken, joint accounts opened, and prenuptial agreements even explicitly stated that “apart from being husband and wife in name, both parties live independently and must not interfere with each other.” The Attorney General stated bluntly that this was not a fly-by-night operation, but a years-long, multimillion-dollar “cottage industry” designed to criminally assist people who could not otherwise legally become U.S. citizens.

This case once again exposes the huge loopholes that have long existed in the U.S. immigration system.
但假结婚只是冰山一角。
But sham marriages are only the tip of the iceberg.
在华人社区,另一条更隐蔽、持续时间更长的产业链——政治庇护(政庇)造假——早已形成规模。一些已入籍的所谓“华裔民运人士”、部分宗教人士、部分打着法轮功旗号的人,以及部分华人基督徒,与律师、中介合作,把“政治迫害”或“宗教迫害”故事变成标准化商品。申请人只要付钱,就可以被包装成“因民主、维权、信仰(包括基督教、法轮功)遭受迫害”的对象。模板化叙述、伪造文件、编造细节、辅导面试,形成流水线作业。
In the Chinese community, another more hidden and longer-running industry chain — political asylum (asylum) fraud — has already taken shape on a large scale. Some naturalized so-called “Chinese democracy activists,” certain religious figures, some people operating under the banner of Falun Gong, as well as some Chinese Christians, have collaborated with lawyers and intermediaries to turn stories of “political persecution” or “religious persecution” into standardized commodities. As long as applicants pay, they can be packaged as victims of persecution for democracy, rights defense, or faith (including Christianity and Falun Gong). Templated narratives, forged documents, fabricated details, and interview coaching form an assembly-line operation.
中国确实存在对地下教会、家庭教会的打压,也有真正因信仰遭受过骚扰、罚款甚至监禁的基督徒。法轮功在中国确实遭受过系统性打压,真正的受害者付出了沉重代价。但与此同时,也有相当数量的人并非真正的受迫害者,却利用这些标签申请庇护、换取身份。这种造假和民运领域的造假本质相同:把别人的苦难当成生意。真正坐过牢、被真正打压过的人,反而被这些商业化造假稀释了可信度。
China does indeed suppress underground and house churches, and there are genuine Christians who have suffered harassment, fines, or even imprisonment for their faith. Falun Gong has indeed faced systematic crackdowns in China, and genuine victims have paid a heavy price. At the same time, however, a considerable number of people are not genuine victims of persecution, yet they use these labels to apply for asylum and obtain status. This kind of fraud is essentially the same as fraud in the democracy movement field: turning other people’s suffering into a business. Those who truly sat in prison and were genuinely suppressed have had their credibility diluted by this commercialized fraud.
这不是个别现象,而是有公开记录的系统性问题。过去十几年,美国司法部和ICE已多次打击“庇护工厂”:有的顾问批量提交数百份虚假宗教迫害申请,有的用Photoshop把客户头像P到被打伤的照片上,有的直接出售现成的“受迫害剧本”。社区内部对此心知肚明,很多人把“写政庇故事”当作公开的生意。经济移民、想快速拿身份的人,与真正的政治和宗教受害者混在一起,真假难辨。
This is not an isolated phenomenon, but a systemic problem with public records. Over the past decade or more, the U.S. Department of Justice and ICE have repeatedly cracked down on “asylum mills”: some consultants submitted hundreds of false religious persecution applications in batches; some used Photoshop to superimpose clients’ faces onto photos of people who had been beaten; others directly sold ready-made “persecution scripts.” Within the community, this is an open secret — many people treat “writing asylum stories” as a public business. Economic migrants and those seeking quick legal status are mixed together with genuine political and religious victims, making it difficult to distinguish truth from falsehood.
结果是双重伤害:
The result is dual harm:
第一,美国移民体系被持续腐蚀。庇护本是保护真正受迫害者的制度,却被商业化滥用,变成花钱买身份的通道。假结婚和假政庇本质上是同一类生意——把美国公民身份或合法居留权变成可交易的商品。
First, the U.S. immigration system is continuously corroded. Asylum is meant to protect genuine victims of persecution, yet it has been commercially abused and turned into a channel for buying status with money. Sham marriages and fake asylum are essentially the same type of business — turning U.S. citizenship or legal residency into a tradable commodity.
第二,真正的政治与宗教受害者被连累。那些真正因言论、维权、信仰在中国遭受监禁、酷刑、长期打压的人,他们的经历被批量复制和稀释。当造假成为产业链,审查者会越来越怀疑所有中国申请人,真正需要保护的人反而更难被认真对待。
Second, genuine political and religious victims are implicated. Those who truly suffered imprisonment, torture, and long-term suppression in China for their speech, rights defense, or faith have had their experiences mass-copied and diluted. When fraud becomes an industry chain, reviewers grow increasingly suspicious of all Chinese applicants, making it even harder for those who truly need protection to be taken seriously.
更值得警惕的是,部分已入籍者——包括一些打着“民运”“基督徒”“法轮功”旗号的人——一边享受着美国公民的权利,一边继续把这些标签当作生意招牌,从后来者身上赚钱。这种行为不仅是对美国法律的欺诈,也是对真正异议者和信仰者血泪经历的消费。
What is more alarming is that some naturalized individuals — including those operating under the banners of “democracy movement,” “Christian,” or “Falun Gong” — enjoy the rights of U.S. citizens on one hand, while continuing to use these labels as business signs to profit from newcomers on the other. This is not only fraud against U.S. law, but also the consumption of the blood and tears of genuine dissidents and people of faith.

川普政府上台后,司法部开始更公开地清理移民系统中的欺诈。这次千起假结婚案的起诉,以及司法部长明确表态要根除这类“cottage industry”,是一个信号。但真正要堵住漏洞,还需要更进一步:对已通过欺诈手段获得绿卡或公民身份的人,启动事后审查和剥夺国籍程序;对长期从事造假的中介、律师及相关人员加强刑事追责;对庇护申请的审查标准真正收紧。
After the Trump administration took office, the Department of Justice began more openly cleaning up fraud in the immigration system. The prosecution of this 1,000-plus sham marriage case, and the Attorney General’s clear statement that such “cottage industry” must be rooted out, is a signal. But to truly close the loopholes, further steps are needed: initiate post-grant reviews and denaturalizationprocedures against those who obtained green cards or citizenship through fraud; strengthen criminal accountability against long-term facilitators, lawyers, and related personnel; and genuinely tighten the standards for reviewing asylum applications.
否则,假结婚可以被端掉一批,政庇造假可以换一批人继续做。身份生意不会自动消失。
Otherwise, one batch of sham marriages can be taken down, and asylum fraud can simply continue with a new group of people. The identity business will not disappear on its own.
