Faced with continuously collapsing birth rates, the Singapore government has rolled out a rarely seen comprehensive package of pro-natalist measures. The core idea is clear: directly reduce the financial, time, and housing costs of raising children.

金钱支持方面:

Financial Support:

    •    每名新加坡籍儿童从出生到17岁,可获得约 7万新元 的直接现金支持。

马斯克长期反复警告,发达社会的低生育率是 比气候变化更严重的文明级危机。新加坡只是最新、也最刺眼的例子。东亚多国已陷入超低生育率泥潭:韩国、台湾、香港、日本、中国大陆,生育率均长期低于 1.3,部分地区甚至接近 1.0

Musk has long and repeatedly warned that low fertility rates in developed societies constitute a civilizational crisis more severe than climate change. Singapore is merely the latest and most glaring example. Multiple East Asian societies have already fallen into ultra-low fertility traps: South Korea, Taiwan, Hong Kong, Japan, and mainland China all have fertility rates long below 1.3, with some areas approaching 1.0.

当一个社会整体选择“不生或少生”,劳动力萎缩、养老体系承压、创新能力下降、文化传承断裂等问题会在未来二三十年集中爆发。移民可以暂时补充人口数字,却难以完全解决年龄结构、社会凝聚力与文化延续的深层问题。

When a society as a whole chooses to have fewer or no children, problems such as shrinking labor forces, strained pension systems, declining innovation capacity, and broken cultural transmission will erupt intensively over the next two to three decades. Immigration can temporarily boost population numbers, but it cannot fully resolve deeper issues of age structure, social cohesion, and cultural continuity.

新加坡这次的政策,至少在行动上承认了现实:如果想让人们愿意生孩子,就必须让生孩子变得 “更容易、更不痛苦”。至于这些措施最终能把生育率拉回多少,仍有待观察。但至少,它没有选择继续假装问题不存在。

Singapore’s latest policies at least acknowledge reality in action: if a society wants people to have more children, it must make having children “easier and less painful.” Whether these measures can ultimately raise the fertility rate remains to be seen. But at least Singapore has not chosen to keep pretending the problem does not exist.
