1. The 120-day folder

Hegseth said Project Meridian is not a new strategy paper and not a new policy shop. It is to name the domains the United States must master, and the capabilities it must own, years and decades out. Musk, Luckey of Anduril, and former House Speaker Gingrich are to co-lead. They work with private-sector names and with Pentagon chief technology officer Emil Michael. Findings in 120 days, then a public rollout.

Hegseth pointed at Ukraine. He said lasting change has to live in a command, not in a slide. A companion effort, Project Agincourt, is to change how the department buys, tests, and fields those machines.

A study group is not a division. Say that once. Then look at who was asked to sit. Musk builds the rockets and the cars and the models. Luckey builds the drones the infantry already wants. Gingrich has spent thirty years telling Washington the next war will not look like the last briefing. Hegseth put those three on a clock. One hundred and twenty days is short enough that the building cannot bury it in a commission that reports after the midterms are forgotten.

Then ask what the name requires in steel and code and command.

China is not pausing. A 120-day folder does not move a ship. It can still decide which ship gets built. That is why Musk in Quantico, the day after Musk in the White House courtyard, is not a photo opportunity. It is the administration putting the people who already ship hardware onto the paper that tells the Pentagon what to fear next.
