At 3:56 p.m. PDT on October 4, Bill Essayli, first assistant U.S. attorney for the Central District of California, posted that agents had just arrested a Chinese foreign agent at Los Angeles International Airport as she tried to leave for China. The woman is Wanying Zhang, also known as Heather, 34, of Irvine. FBI Los Angeles arrested her on a federal complaint charging her with acting as an unregistered agent of the People’s Republic of China.

FBI Rapid Response posted the same arrest in its own words: “China’s spy game just hit a wall.” The FBI arrested an alleged PRC agent at LAX before she could board a flight to Shanghai. According to the federal complaint, she surveilled the Taiwanese president’s son and his family, filming their home and vehicles and reporting back to PRC handlers. “You don’t get to conduct foreign intelligence operations on American soil and simply hop on a plane home.”

The New York Post, in a story the California Post circulated at 4:34 p.m., added what the complaint contains. Zhang is a realtor, working at a real estate firm with her husband, Edric Ding. She was arrested Sunday as she tried to board a flight to Shanghai. The person she is accused of watching is Ting-Yu Lai, son of Taiwan’s president Lai Ching-te, an engineer in his thirties who works for Philips in Seattle.

The affidavit, as Essayli recounted it: in 2025 Zhang traveled to Seattle and, at the direction of PRC officials, surveilled a close relative of a Taiwanese government official, and sent photos, videos, and license-plate information to those officials. She coordinated the trip with an associate and used tradecraft to avoid detection. She never notified the Attorney General that she was acting for a foreign government. That failure to register is itself a federal offense.

The Post says the FBI took WeChat records from her iCloud. In a September 2025 exchange she allegedly told an official, “It’s that young one,” and when he asked for a voice call she said she was recording video, at the time outside the residence. Surveillance images in the complaint allegedly show her in a car with an accomplice, photographing the house. The messages, the paper says, go back to September 2022, when she asked, “Which bureau in the ministry are you in again?” Essayli told the paper Beijing is using Chinese Americans in California for its own foreign affairs, and that she was not spying on the United States; she was allegedly running a campaign for Beijing.

She will appear in federal court in Los Angeles tomorrow for her initial appearance. The prosecutor’s post states the rule: a defendant is presumed innocent until proven guilty.
