今日,白宫贸易与制造业政策办公室发布由彼得·纳瓦罗(Peter Navarro)主导的报告《大转口骗局》(The Great Transshipment Scam)。

Today, the White House Office of Trade and Manufacturing Policy released a report titled “The Great Transshipment Scam,” led by Peter Navarro.

报告指出,自2018年美国对中国加征301关税以来,中国出口商大规模将商品通过40多个低关税国家/地区进行转口,以逃避高额关税。手段包括重新贴标、重新包装、重新开票、轻微加工以及伪造原产地证明,把中国原产商品伪装成第三国商品进入美国市场。

The report states that since the U.S. imposed Section 301 tariffs on China in 2018, Chinese exporters have massively routed goods through more than 40 lower-tariff countries and regions to evade high tariffs. Methods include relabeling, repackaging, re-invoicing, minor processing, and false country-of-origin claims, disguising Chinese-origin products as goods from third countries to enter the U.S. market.

报告汇总多方估算:每年潜在非法转口规模约400亿至3030亿美元,中心估算约600亿至750亿美元。按中心情景计算,美国每年因此损失约190亿至260亿美元关税收入,约45万个就业岗位受影响,GDP每年减少约1130亿至1500亿美元

The report compiles multiple estimates: the annual scale of potential illegal transshipment ranges from approximately $40 billion to $303 billion, with a central estimate of about $60 billion to $75 billion. Under the central scenario, the U.S. loses about $19 billion to $26 billion in tariff revenue each year, approximately 450,000 jobs are affected, and GDP is reduced by about $113 billion to $150 billion annually.

纳瓦罗表示:“多年来,这个大转口骗局让中共中国通过40多个国家‘洗白’出口,抢走美国国库数十亿美元,并偷走美国工人的工资。”

Navarro stated: “For years, this Great Transshipment Scam has allowed Communist China to ‘launder’ its exports through more than 40 countries, robbing the U.S. Treasury of tens of billions of dollars and stealing the paychecks of American workers.”

川普政府已采取多项反制措施,包括在互惠贸易协议中强化原产地规则、签署行政命令加强海关执法,并计划部署人工智能“侦探边境”(Detective Border)系统,用于识别伪装转口与真正生产转移。

The Trump administration has taken multiple countermeasures, including strengthening rules of origin in reciprocal trade agreements, signing an executive order to enhance customs enforcement, and planning to deploy an AI-powered “Detective Border” system to distinguish disguised transshipment from genuine production shifts.

报告明确指出,这种行为本质上是“披着贸易外衣的走私”,直接损害美国工人、制造商和纳税人的利益。

The report clearly states that this practice is essentially “smuggling disguised as trade,” directly harming American workers, manufacturers, and taxpayers.
