今日，美国国际贸易法院作出裁决，支持总统川普关闭长期被滥用的“de minimis”（最低限度）关税豁免政策。法院认定，总统有权依据《国际紧急经济权力法》撤销这一“特权”，进口商的诉讼被驳回。
Today, the U.S. Court of International Trade ruled in favor of President Trump’s decision to close the long-abused “de minimis” (minimum threshold) tariff exemption. The court held that the President has the authority under the International Emergency Economic Powers Act to rescind this “privilege,” and the importers’ lawsuit was rejected.

此前，价值不超过800美元的外国包裹可免关税、少审查进入美国。这一政策被大量用于逃避关税、走私芬太尼等毒品以及假冒伪劣商品。川普称，仅2024年一年，该漏洞就让美国损失约108亿美元关税收入。
Previously, foreign packages valued at no more than $800 could enter the United States duty-free and with minimal scrutiny. This policy was widely exploited for tariff evasion, smuggling of fentanyl and other drugs, as well as counterfeit goods. Trump stated that in 2024 alone, this loophole cost America an estimated $10.8 billion in lost tariff revenue.

President Trump celebrated the ruling on Truth Social, calling it a “BIG WIN.” He said: “We ended this ridiculous giveaway and made foreign goods play by the rules. The importers sued. Today, they lost.”

The court ruled that rescinding the exemption falls within the President’s authority, distinguishing it from the broader emergency tariffs previously struck down by the Supreme Court. This will require low-value imports to pay tariffs and undergo stricter inspection going forward, with the recovered revenue available for military funding, tax relief, and other policies.

这一裁决值得肯定。长期被放任的“最低限度豁免”早已不是便利贸易的善意制度，而是沦为毒品、假货和关税作弊的通道。法院明确支持总统关闭漏洞，既是对法治的维护，也是对普通民众健康与安全的保护。芬太尼等毒品流入造成的家庭悲剧，假货冲击正当产业，这些代价最终都落在普通人身上。堵住制度缺口，比事后追责更重要。希望这一胜利能持续推动更严格的贸易与边境执法，真正把国家利益和人民安全放在首位。
This ruling deserves affirmation. The long-tolerated “de minimis” exemption is no longer a well-intentioned trade facilitation measure, but has become a channel for drugs, counterfeits, and tariff cheating. The court’s clear support for the President in closing this loophole upholds the rule of lawand protects the health and safety of ordinary people. The family tragedies caused by the inflow of fentanyl and similar drugs, as well as the damage counterfeits inflict on legitimate industries, ultimately fall on ordinary citizens. Closing institutional loopholes is more important than pursuing accountability after the fact. We hope this victory will continue to drive stricter trade and border enforcement, truly putting the national interest and the people’s safety first.
