NSA Internal Memo Exposed: To Avoid the “Deep State” Label, the Agency Chose to Act Like the Deep State

Just the News reported today that a newly declassified March 2020 NSA internal memo once again exposes the intelligence community’s political operations against President Trump. The document shows that NSA leadership blocked the release of a report on foreign election interference solely out of fear of being labeled part of the “deep state.”

The memo, written on March 13, 2020 by an NSA analyst involved in the report, records that the NSA Deputy Director opposed releasing the report not because the intelligence was flawed, but out of pure political fear.

He explicitly referred to the political climate under the Trump administration, which was highly suspicious of the intelligence community and had tasked an acting DNI to “clean house.” The Deputy Director feared that releasing a report related to the 2016 election in that environment would lead to accusations of politicization against the NSA, branding it as part of the “deep state.”

The memo quotes him:
“DDIR explained that he was concerned that releasing the [report] at this time… would damage NSA’s credibility. He believed that questions would be asked as to why the NSA was choosing to release this information… and that NSA would be accused of releasing it for political purposes.”

Yet the report’s analysis had already been completed as early as December 2018. It covered foreign targeting of the United States beginning in 2014, including activity related to the 2016 election. Senior officials delayed its release for roughly 16 months and even proposed a watered-down summary.

More alarming is that this was not an isolated case. The original report notes that the intelligence community also heavily politicized intelligence regarding CCP interference in U.S. elections during the Trump era. Some analysts, opposed to Trump’s China policies, deliberately withheld evidence of Chinese meddling in the 2020 election and even refused to send related intelligence to the White House.
这些操作的共同指向非常清晰：通过选择性压制情报，削弱总统及时掌握完整信息的能力，实际起到架空民选总统的效果。
The common direction of these operations is clear: by selectively suppressing intelligence, they weakened the president’s ability to obtain complete and timely information, effectively sidelining the elected president.
讽刺的是：NSA高层一边宣称要保护机构“非党派、客观、对权力说真话”的形象，一边却为了避免被贴上“深层政府”标签，主动选择了压下情报、拖延发布、自我审查。
The irony is striking: While claiming to protect the agency’s image as “nonpartisan, objective, and speaking truth to power,” NSA leadership chose to suppress intelligence, delay publication, and self-censor — precisely to avoid the “deep state” label.
他们用“我们不是深层政府”作为理由，实际做了深层政府最典型的事——优先保护机构的政治安全，而不是如实向总统披露包括中共在内的外国干预威胁。
In the name of “we are not the deep state,” they performed the most classic deep-state behavior: prioritizing institutional political safety over truthful disclosure to the president of foreign interference threats, including those from the Chinese Communist Party.
