In his post, Trump wrote that at his direction, Secretary of State Marco Rubio and Defense Secretary Pete Hegseth, working with Venezuelan interim President Delcy Rodríguez through a public-private partnership, secured majority U.S. control of more than 65 billion barrels of proven oil reserves “at no cost to the American taxpayer.”

The venture is a joint project of the U.S. government and an experienced private operator in Venezuela.

Rubio said the deal would bring nearly $100 billion in private investment, thousands of high-paying jobs, and help rebuild Venezuela’s economy.

二、资本利得税改革讨论：通胀指数化与住房免税

On August 28, 2026 at 11:07 a.m. Pacific Time, Trump shared a post from finance account The Kobeissi Letter about capital gains tax reforms under discussion by his administration.
核心方案有两项：
The core proposals are two:
- 资本利得通胀指数化：卖出股票、房产时，先按通胀调整买入成本，再计算应税收益。例如10万美元买入、5年后卖20万，若通胀累计20%，买入成本调为12万，只对剩余8万真实收益征税，而非对10万账面收益征税。
- Inflation indexing of capital gains: When selling stocks or property, the purchase cost is first adjusted for inflation before taxable gain is calculated. For example, buying at $100,000 and selling five years later for $200,000 with 20% cumulative inflation would adjust the cost basis to $120,000, taxing only the remaining $80,000 real gain rather than the full $100,000 nominal gain.
- 住房收益免税：售价200万美元及以下的住房，卖房收益可免资本利得税。目前法律对单身卖家免税额为25万美元、已婚夫妻50万美元。
- Home sale exemption: Profits on homes sold for $2 million or less would be exempt from capital gains tax. Current law exempts up to $250,000 for single filers and $500,000 for married couples.
