川普总统于美西时间2026年8月28日上午11时17分左右转发《华尔街日报》独家报道。该报道称，美国司法部与联邦调查局已于8月26日通过法院授权查封两个互补的黑客平台 QScan 与 QTRouter 所用域名，使这两个平台无法运作。
President Trump shared a Wall Street Journal exclusive at approximately 11:17 a.m. Pacific Time on August 28, 2026. The report said the U.S. Department of Justice and the FBI had, on August 26, seized the domains used by two complementary hacking platforms, QScan and QTRouter, under court authorization, rendering both platforms inoperable.
根据加州南区法院解密的文件，一个由中国国家资助的黑客组织 QTFY 创建并运营了这两个平台。QTFY受雇于中国南京的 南京鑫玖维网络科技有限公司，向包括中国国家安全部和人民解放军在内的付费客户出售黑客服务。
According to court documents unsealed in the Southern District of California, a PRC state-sponsored group known as QTFY created and operated the platforms. QTFY is employed by the China-based Nanjing Xinjiuwei Network Technology Company, which sells hacking services to paying customers including China’s Ministry of State Security and the People’s Liberation Army.

这两个平台分工明确：
- QScan：扫描并自动感染全球数千个物联网设备（路由器、摄像头等），把它们纳入受控网络。
- QTRouter：把攻击流量通过被劫持的设备、商业代理服务和租用服务器中转，使攻击看起来不像从中国发出。
The two platforms had a clear division of labor:
- QScan scanned and automatically infected thousands of internet-of-things devices worldwide, folding them into a controlled network.
- QTRouter routed attack traffic through hijacked devices, commercial proxy services and rented servers, making the attacks appear not to originate from China.

点名目标包括：NASA、美联储、能源部、司法部、卫生与公众服务部、国家卫生研究院、美国参议院，以及防务承包商、金融机构、大学、医院和电力公司等。
Named targets included NASA, the Federal Reserve, the Department of Energy, the Department of Justice, the Department of Health and Human Services, the National Institutes of Health, and the U.S. Senate, as well as defense contractors, financial institutions, universities, hospitals and power companies.
司法部长 Todd Blanche 与 FBI 局长 Kash Patel 均表示，这是打击中共支持网络攻击的一系列技术行动之一，符合川普总统的《美国网络战略》。
Attorney General Todd Blanche and FBI Director Kash Patel both said the action was part of a series of technical operations against PRC-sponsored hacking, in support of President Trump’s Cyber Strategy for America.
需要说明的是：这些机构是攻击目标，但并非全部都被攻破。例如针对 NASA 的一次入侵因补丁未成功；另有记录显示，2026年3月扫描参议院和医院网络、6月扫描选举系统的尝试均未得手。但2024年5月利用 Check Point 漏洞，确实从300多家美国机构窃取了数据。
It should be noted that these agencies were targets, not all of which were breached. For example, one attempt against NASA failed because a patch was not successfully applied; records also show that scans of Senate and hospital networks in March 2026 and an election system in June 2026 did not gain access. However, in May 2024 the group did exploit a Check Point vulnerability and stole data from more than 300 U.S. organizations.
