The Daily Signal reported today that President Trump’s Birth Tourism Prevention Task Force has revoked more than 700 visas held by Chinese nationals since it launched in August. A State Department spokesperson told the Daily Signal: “The Chinese birth tourism industry should not be allowed to profit from the privileges of American citizenship while undermining the integrity of our immigration laws. President Trump and Secretary Rubio are putting American interests first, strengthening enforcement, and making clear that the United States will not tolerate the deliberate exploitation of its visa process.”

The task force identifies instances of birth tourism, revokes visas of those who engage in or facilitate it, and dismantles the networks that profit from it. The spokesperson said the largest crackdown has been on Chinese nationals accused of exploiting the immigration system to obtain U.S. citizenship for their children. “We will not allow foreign nationals or commercial networks from any country to abuse our visa process for financial gain.”

Birth tourism is the practice of entering the United States primarily to give birth so the child obtains citizenship. On August 12 the State Department said the task force had already revoked more than 600 visas worldwide. On September 23 Secretary Rubio announced a visa restriction policy under Section 212(a)(3)(C) of the Immigration and Nationality Act targeting those who knowingly engage in or facilitate birth tourism, including owners and operators of commercial networks, visa “fixers,” and foreign medical providers who abet it. More than 107 Chinese-owned surrogacy agencies operate in Southern California alone. Chinese nationals often pay women living in the United States more than $50,000 to serve as surrogates.

A visa is permission to enter for a stated purpose. When the purpose is to obtain citizenship for a child by birth, the permission can be taken back. The task force has taken more than 700 of them from Chinese nationals since August. The networks that charge for the trip are still the target.
