The latest investigative summary from the U.S. Agency for International Development Office of Inspector General (USAID OIG) states that it has referred more than 100 current or former staff of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) to the State Department for suspension or debarment. The grounds are their participation in Hamas’s October 7, 2023 terrorist attacks on Israel and/or affiliation with Hamas’s military wing, the al-Qassam Brigades. Referrals to date total about 108 people.

Those named include school principals, deputy principals, teachers, security staff, psychosocial counselors, and medical personnel. Examples include:
- 学校副校长同时担任哈马斯卡桑旅副连长、排长或通讯负责人；
A deputy school principal who also served as an al-Qassam deputy company commander, platoon commander, or communications officer; - 教师同时是哈马斯狙击手、情报人员；
Teachers who also served as Hamas snipers or intelligence operatives; - 有人在袭击当天接到命令运送两枚反坦克导弹；
One individual ordered on the day of the attack to deliver two anti-tank missiles; - 有人参与绑架或关押以色列平民人质。
Others who took part in kidnapping or holding Israeli civilian hostages.
其中，UNRWA校长哈菲兹·穆萨（Hafez Mousa Mohammed Mousa）已被美国政府实施全面除名。调查认定他在担任校长期间，作为哈马斯东贾巴利亚营成员，在10月7日当天协调通讯。近日又有三名前UNRWA教师被提议除名，指控包括绑架行动、作为巴勒斯坦伊斯兰圣战组织成员进入以色列境内，以及接收并关押平民人质。
UNRWA school principal Hafez Mousa Mohammed Mousa has already been given a government-wide debarment. Investigators found that while serving as a principal he was an operative of Hamas’s East Jabaliya Battalion and coordinated communications on October 7. Three more former UNRWA teachers were recently proposed for debarment, accused of kidnapping operations, being a Palestinian Islamic Jihad operative inside Israel during the attacks, and receiving and holding civilian hostages.

Israel initially accused about a dozen UNRWA employees of direct involvement. The UN’s internal inquiry only partly acknowledged the claims and largely set aside Israeli intelligence. The independent U.S. watchdog then expanded the probe, raising the number from a little over a dozen to more than 100. The United States had already cut funding to UNRWA. President Trump shared the report today.

UN agencies long claim to be “neutral humanitarians,” yet their employees have been found to be terrorists on the payroll who joined in the massacre of civilians. Paying salaries while covering for armed groups is structurally similar to the CCP’s United Front work abroad and its practice of stuffing security personnel into “social organizations” at home—using an official or international wrapper to legalize violence and turn taxpayers’ money into logistics for terror. Real human rights start with telling perpetrators from victims, not laundering a massacre under the label “refugee agency.” If the United States keeps funding such infiltrated bodies, it is underwriting the next October 7.
