DOJ Charges 12 in California Over $10 Million “Ghost Daycare” Fraud

On September 15, the Justice Department announced charges against 12 people in the San Diego area for running fake home daycares and billing taxpayers more than $10 million meant for low-income childcare. The operation was called Cradle to Grift. Last Thursday morning more than 250 federal, state and local officers made the arrests and searched 12 homes listed as daycares.

The 12 are originally from Somalia, Syria, Afghanistan, Sudan and Iraq. Officials said 11 are naturalized citizens and one is a lawful permanent resident applying for citizenship; nine entered as refugees or asylum seekers. Prosecutors say they obtained California home-care licenses, enrolled with subsidy agencies, and billed on false attendance. Assistant Attorney General Colin McDonald said there were no children and no real daycares — taxpayers paid for all of it. U.S. Attorney Adam Gordon said today is a bad day for home-daycare fraud.

Public filings cite bills over $1 million; billing while outside the country; and surveillance that showed children at a site mainly on an inspection day. All 12 face wire fraud; some also face money laundering. Maximum penalties include 20 years and a $500,000 fine, plus restitution.

这1000万不是会计差错,是福利入口松了以后的必然结果。庇护、难民、入籍走完手续,不等于可以把美国工人的税当成提款机。假日托开在加州,说明州里核执照、核出勤的人没有守住底线。川普总统的司法部把案子送上法庭,是在替纳税人收回被偷走的孩子钱。福利不是入境门票,托儿补助不是空壳公司的工资单。能辨真孩子和假执照,才谈得上还是一个对得起纳税人的政府。
Ten million dollars is not a bookkeeping slip. It is what follows when the welfare door is left open. Asylum, refugee status and a naturalization oath are not a license to treat American workers’ taxes as a cash machine. Ghost daycares in California mean the people who license homes and check attendance did not hold the line. President Trump’s Justice Department put the case in court to take back money stolen from children. Welfare is not a ticket at the border. Childcare aid is not a payroll for a shell. Only if real children are kept apart from fake licenses does a government still answer to the taxpayer.
