On October 23, Defense Secretary Pete Hegseth announced in a video that the Defense Department has designated Chinese-funded Confucius Institutes as a threat to U.S. national security. He said the institutes had reappeared under new names and charters after earlier restrictions. “It turns out that 80 new propaganda cells across 30 universities had popped up using different names and different charters, but with the same mission: to steal intellectual property and to infiltrate the minds of American students,” Hegseth said. He stated that over the past two months the department had “systematically dismantled every single one of these organizations.”

Washington has long viewed Confucius Institutes as Chinese propaganda tools. Many campuses shut them down years ago, only for similar programs to return under different labels. Hegseth called the rebranded groups “sleeper organizations” and said they had been added to the Pentagon’s list of institutions that threaten national security. Multiple outlets, including Reuters and The Guardian, reported the announcement. People who lived in China have long noticed that these institutes felt strange—they did not look like ordinary language centers. Behind them there seemed to be a very large funder.

The action is part of a broader effort to cut foreign influence on American campuses. In August the War Department ordered 30 universities to audit ties to these rebranded programs and other foreign entities of concern. Those audits produced more than 80 actions to sever the connections. The Chinese embassy in Washington has not immediately responded.
