At 9:13 p.m. Pacific Time on September 2, Elon Musk posted a giant image on X: a driverless sedan bursting from a dust storm over Austin, captioned “A Storm of Cybercabs.” On September 3, Tesla held an invite-only launch and said the purpose-built Cybercab is offering rides in limited parts of the city.

这是第一辆按“无监督全自动驾驶”设计的量产出租车：双座、金色、蝶形车门，没有方向盘，没有油门和刹车踏板，乘客无法在车内接管。马斯克称其是“移动客厅”，并计划加装星链V5。他说：“我们正在进入真正的交通黄金时代。所以Cybercab是金色的。”
It is the first production taxi built for unsupervised full self-driving: two seats, gold body, butterfly doors, no steering wheel, no pedals, and no way for a rider to take over. Musk called it a lounge on wheels and said Starlink V5 will be added. “We are indeed entering a literal golden era of transport,” he wrote. “That’s why Cybercab is gold.”

2025年6月起，特斯拉已用改装Model Y在奥斯汀跑Robotaxi。Cybercab的不同在于从设计上取消了司机接口。德州登记显示，特斯拉在得州约有420辆获准自动驾驶车辆，其中Cybercab 45辆。服务仍限局部区域，规模小于Waymo。
Tesla has run Robotaxi in Austin with converted Model Ys since June 2025. The Cybercab removes the driver interface by design. Texas records list about 420 authorized Tesla automated vehicles in the state, including 45 Cybercabs. Service remains limited, and the fleet is still smaller than Waymo’s.

监管尚未对齐。德州2026年5月起允许厂家自证SAE Level 4，州政府不测软件。联邦安全标准仍按“有人开车”书写。特斯拉不走每年约2500辆的联邦豁免，声称自证合规。6月25日，川普政府交通部提议：专为自动驾驶系统设计的车可以取消脚刹踏板。当地媒体称，NHTSA正在评估这款无方向盘、无踏板、无传统后视镜的车上路。联邦标准测碰撞防护，不测摄像头能否看清行人。德州法规定，系统全程接管时，驾驶人是系统所有人——出事责任指向特斯拉，不是乘客。
The rules have not caught up. Since May 2026, Texas has allowed manufacturers to self-certify SAE Level 4; the state does not test the software. Federal safety standards still assume a human driver. Tesla has not taken the federal exemption capped at about 2,500 vehicles a year; it says the car self-certifies. On June 25, President Trump’s Transportation Department proposed letting vehicles built only for automated driving drop the brake pedal. Local reports said NHTSA is reviewing a vehicle with no wheel, pedals or conventional mirrors. Federal standards measure crash protection, not whether cameras can see a pedestrian. Under Texas law, when the system is fully engaged, the system owner is the driver — liability points to Tesla, not the rider.

The threshold has been crossed: a taxi has been manufactured without a driver’s seat and put on city streets. Humanity has entered the era of robots carrying people. Whether the “storm” arrives will depend on production, service area, and the federal review.

Tianwang’s view: Gold paint makes a poster. The street is the verdict. Taking out the wheel takes the rider out of the loop and puts the company and the regulators in it. Texas lets the maker self-certify; federal rules still assume a person at the controls. That gap is more real than the dust storm. Robots can carry people. That does not mean the law is ready to answer for a pedestrian. Record the day: a taxi with no wheel entered Austin. Output, range and who pays after a crash will decide whether this is a golden age or a marketing storm.
