At 5:52 a.m. Pacific Time on September 19, Visegrád 24 posted a graphic of South African President Cyril Ramaphosa beside Elon Musk. Musk reposted it. By night the original showed about 4,350 likes and 369,000 views. It is not a new license. It is Musk’s charge put back on the table: his birth country will not let Starlink in unless race is paid first.

Musk’s words, first posted in April 2026 and quoted again yesterday:

“We were offered many times the opportunity to bribe our way to a license by pretending that a Black guy runs Starlink South Africa, but I have refused to do so on principle. Racism should not be rewarded no matter to which race it is applied.”

Visegrád 24 added the jobs numbers: official unemployment 33.6%; the broader rate, counting people who want work but have stopped looking, 43.8%. The account’s line: Pretoria spends more energy on race rules than on work.

The legal hook is B-BBEE — Black Economic Empowerment. Large telecom firms are pressed to put about 30% in the hands of groups the state calls historically disadvantaged. Starlink says a global satellite system cannot be carved up by local race shares. SpaceX wants the subsidiaries whole. That is the collision.

The “pretend a Black man runs it” offer is Musk’s charge. No court has stamped it as a completed bribe.

Musk is not only one of the world’s top engineers and businessmen. What is rarer is the conscience and the nerve. The easy deal was on the table: put a Black name on the door, pay the cut, take the license. He said no. That is not branding. That is a man who will not sell his conscience for a permit.

A country with four in ten people out of real work does not need a racial costume for a satellite dish. Internet is a tool. Jobs follow tools. Pretending a front-man owns the company is not justice. It is a tax on competence. Musk was born there. The rule still reads his skin first.
十个人里四个没有正经工作，不需要给卫星锅先套一件种族戏服。网是工具。工作跟工具走。假装一个门面老板拥有公司，不是公道，是对能干的人收税。马斯克在那里出生。规则仍先看他的皮。
If the equivalent-investment door is real, open it in public and issue the paper. If the offer was “put a Black name on the door,” say so on the record. Racism with a new label is still a shakedown. Do not reward it.
等效投资那扇门若是真的，公开打开，把纸发下来。若条件是“门上写个黑人名字”，就拿到台面上说。换标签的种族主义仍是勒索。不要给奖。
