On Friday, President Trump said he and Vladimir Putin had agreed that Russia would release diesel onto the U.S. and global markets. Up to 4.8 million tonnes: 300,000 immediately, another 500,000 in November, 1 million after that, and 3 million more depending on the refineries. The Treasury’s Office of Foreign Assets Control issued General License 135 the same day. It allows the sale, delivery, offloading, and import of Russian-origin diesel, including into the United States, until 12:01 a.m. Eastern on April 7, 2027. This is diesel, not crude oil. The European Union and the United Kingdom still ban the imports. Their price cap stays.

President Trump wrote on Truth Social that diesel prices for Americans, and for the world, would come down, in record numbers, and fast. Russia had banned its own diesel exports since July 8, after strikes on its refineries, and had extended the ban to the end of October. The license is the American side of the deal. The barrels are the Russian side.

On Saturday, as he left the White House, President Trump answered Volodymyr Zelensky’s criticism of the deal. Zelensky had called it a gift to Putin and an investment in the war. The president said: “I think it’s time for Ukraine to get a new president.” He suggested a new leader who can make a deal. “He could have made many deals, and for some reason he never does.” He also said Zelensky had better stop hitting Russian refineries. “We said, you can do whatever you want to Russia, don’t hit the refineries, because that’s a world problem. He goes and hits the diesel fuel. He better damn well stop.”

The diesel is for the price at the pump. The sentence about a new leader is for the war. The president did not say the United States would remove Zelensky. He said Ukraine should choose someone who will sign. A deal that puts fuel on the market, and a leader who will not close, are the two facts of these two days.
