Washington should run the military and the country, he said; caring and learning centers should not stay under federal operation. If the states ran them, fraud would fall about 75% and the programs would run better.

One phrase in the clip was rendered “LEARING centers,” closer to caring or learning centers. The point was not a new federal program but the centers now paid from Washington and run in the states. Sortor wrote that states need “skin in the game.”

The remark is a position, not an executive order or a statute signed that day. Moving Medicaid, food stamps and child care off the federal budget onto the states requires Congress. The 75% figure is the president’s estimate, not a number already certified by auditors for the whole country.

The two stories sit on the same pipe: money leaves Washington, states handle it, and a red-flag invoice can float for years.

The other hard case is the gap between poor states and rich ones: a blunt cut could take real patients with it. The accurate line is “move the tap to the states,” not “welfare ends tomorrow.”

Tianwang’s view: The method is sound where it ties the spender to the overseer. Four-year billing spikes in California live on a federal tap that never shuts. A state that feels the loss will audit. A speech is still not a law. Seventy-five percent is a direction, not a scorecard already posted. Record what the president said today: Washington runs defense; the states run welfare. Next comes whether Congress will change the statute, and whether states will actually audit bills like HeroCare’s. The leak stops only when the words become paper.
