At about 9:13 a.m. Pacific Time on Wednesday, September 2, investigator Christopher Rufo posted an exclusive video on X: a California respiratory therapist had billed the state’s Medicaid program, Medi-Cal, about $40 million, then bought sports cars, private jets, resort stays and a mansion near the Kardashian houses. “The experts told us it had all the red flags for fraud,” Rufo said.

At 1:34 p.m. Eastern the same day (10:34 a.m. Pacific), Eric Daugherty quoted the video and called for an immediate probe, saying California was “giving away” tax dollars.

Rufo and City Journal published the same day “How Did HeroCare Make $40 Million?” The subject, Curtis Kurkova, holds a respiratory-care license. His firm, HeroCare, appears in Medicaid data as having taken at least about $40.5 million since 2020, of which about $34.4 million came in 2023–2024. Billings ran about $7,800 in 2020, $396,500 in 2021, $5.68 million in 2022, $15.56 million in 2023 and about $18.86 million in 2024 alone.

The report said Kurkova signed as a member of an LLC on a property of about $28 million, then signed papers confirming a bank loan of nearly $19 million. Three months later he posted mansion photos on Instagram captioned “Checkmate.” His husband displayed the couple’s wealth online. After months on the money trail, the reporters wrote, they found little evidence the company existed at the scale of the bills. The website spoke of pediatric respiratory products; the claims also included catheters. Rufo said Kurkova and HeroCare appeared to have vanished.

As of this report there is no public criminal charge or court finding against him. The story is investigative reporting plus odd payment data, not a conviction. A billing spike, a mansion and a thin operating trail are red flags. Red flags have to be tested by prosecutors and Medicaid integrity units with subpoenas and audits.
加州医助是全美最大的州级医保之一，开支以千亿美元计。鲁福团队此前多次写该州居家护理、失业金等项目的流失。把一个公司的四千万写成整个加州医保的缩影，需要更多案子和官方数字；但一个执照治疗师四年账单从几千跳到一年近两千万，而州里没有及时拦住，本身已够写成新闻。
Medi-Cal is one of the largest state Medicaid programs in the country, spending in the hundreds of billions. Rufo’s team has previously written about leakage in California in-home care and unemployment. Treating one firm’s $40 million as a portrait of the whole program needs more cases and official totals. That a licensed therapist’s billings jumped from a few thousand dollars to nearly $20 million in a year, without the state stopping it in time, is already news.
六四天网认为： 穷人的呼吸机钱，不应变成卡戴珊隔壁的钥匙。医保存在，是为了让病人活下去，不是为了让账单变成豪宅。报道尚未等于判决，但纳税人有权要求加州立刻对HeroCare做审计、冻结可疑支付、公布结果。数字对不上，就应查；查完再定性。拖着不查，才是对欺诈最大的纵容。
Tianwang’s view: Money meant for a poor patient’s breathing machine should not become the key to a house next to the Kardashians. Medicaid exists so patients live, not so invoices become mansions. A report is not a verdict. Taxpayers may still demand that California audit HeroCare now, freeze suspect payments and publish what it finds. When the numbers do not add up, look. Name the crime after the look. Leaving the file closed is the surest way to feed fraud.
