On Wednesday, September 2, U.S. Energy Secretary Chris Wright and Venezuelan acting president Delcy Rodríguez attended a signing ceremony at Miraflores Palace in Caracas. The U.S.–Venezuela oil framework announced last week by President Trump became formal contracts today.

Eric Daugherty posted a video at 12:44 p.m. Eastern (9:44 a.m. Pacific) saying the deal — about 65 billion barrels and some 17 oil fields — had been officially signed and that related contracts were completed the same day.

Wright said the deals signed represented “tens of billions of dollars” of investment and were a start toward peace, opportunity and prosperity. Rodríguez treated the August 28 accord as the umbrella and said she hoped it would also benefit people in the United States. Public reports named Chevron and Italy’s ENI among the companies taking part. Chevron said it would expand its work in Venezuela.

The story has moved from announcement to paper. The United States wants more supply and fuller reserves. Venezuela wants reserves turned into investment, jobs and revenue. The two sides do not want the same thing. Sitting down to sign today means they are at least willing to work together.
六四天网认为： 合同已签，是好事。接下来不必把储量说成已经到岸的油，也不必把签字说成产量。更值得看的是两国团队能不能把字落成井、把井落成船。若美国炼厂吃得下、委内瑞拉田开得出，双方都有账可算。先记下这一天：协议正式签了。期待合作愉快，互利双赢。
Tianwang’s view: Signed contracts are good news. There is no need to talk as if the reserves are already ashore, or as if a signature is production. What matters next is whether the two teams can turn paper into wells and wells into cargoes. If U.S. refineries can run the crude and Venezuelan fields can produce, both sides have a ledger that adds up. Record the day: the deal is signed. May the work go well, and may both sides win.
