Overnight into Sunday, September 20, Ukraine launched what Moscow’s mayor called the largest drone wave yet aimed at the capital region. He said more than 1,600 drones were intercepted since Saturday, including about 450 flying toward Moscow. A few got through. Fire broke out at the Gazprom Neft Moscow refinery in Kapotnya, about 15 kilometers from the Kremlin. Zelensky confirmed a strike on a “key” oil site and a logistics hub. Russian officials reported at least two dead in the wider region.

Two days earlier, on Friday, September 18, President Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act. It hits Russian energy, banks, officials, and the shadow tanker fleet. It lets the president put tariffs of up to 100% on the top buyers of Russian oil and gas. It extends Iran energy and weapons sanctions five years. It also lets the president waive any piece on national-security grounds if he notifies Congress.

Some posts folded the two events into one hour. They were the same weekend, not the same signature. Some posts also said “more than 1,000 drones rammed into Russia.” The Russian number is intercepted, not all hits.

Signing this bill does not mean President Trump has declared Putin America’s forever enemy. It does not mean the White House adopted a commentator’s line that Putin is “a good man.” Those are two different jobs. A president pressures a war machine. A columnist grades a character.

Putin is still fighting. Russian oil still pays for the fight. Trump’s tool is the cash flow: tankers, banks, buyers. The same law keeps the hammer in his hand. He can tighten. He can waive. He can sit at a table with a man he is squeezing. That is how states deal with an adversary they still intend to bargain with.
普京还在打。俄油还在给这场仗付钱。川普的工具是现金流：船、银行、买家。同一部法把锤留在他手里。可以加码，可以豁免，可以一边掐一边谈。这是国家和仍要谈判的对手打交道的办法。
America First here is simple. Do not send U.S. troops into the Donbas. Do not write a blank check with no end date. Do not let the oil money run while talking peace. If the war stops, the pressure can move. If it does not, the buyers get the tariff question. China and India sit on that list for a reason: they are the largest remaining cashiers.
美国优先在这里很直白。不把美军送进顿巴斯。不开无限期空白支票。不能一边谈和平、一边让油款畅流。仗停了，压力可以挪。不停，买家就要面对关税这道题。中国和印度在名单上，因为他们是剩下最大的出纳。
So the overnight fire and Friday’s pen belong in one report, not one slogan. Ukraine hit the refinery that feeds the capital. Washington signed a law that can starve the till. Neither fact requires you to love Kyiv, hate Moscow, or adopt a talk-show portrait of Putin. It requires you to see who pays for the next missile.
所以昨夜的火和周五的笔可以写进同一篇，不必并成一句口号。乌克兰打的是给首都供油的厂。华盛顿签的是能掐钱柜的法。这两件事都不要求你爱基辅、恨莫斯科，或接受电视上的普京人设。只要看清：下一枚导弹是谁在付钱。
